Seminar Discusses the Use of Information Systems for Sectoral Policies

Event organized by UNDP/CEM and Cebrap seeks to show the usefulness of Geographic Information Systems in formulating public policy.

Sistemas de informação para políticas públicas locais: a perspectiva das políticas setoriais (Information Systems for local public policies: the perspective of sectoral policies) is the title of the next seminar organized by CEM-Cebrap, in partnership with the United Nations Development Program (UNDP). The event is scheduled for March 27 in the Cebrap Auditiorium.

Relevant entities in the area of research and development of public policy will participate including: The National Institute of Spatial Research (INPE), Seade Foundation, Institute for Applied Economic Research (IPEA), the Federal Ministry of Cities, Natal municipal government, São Paulo municipal government, João Pessoa municipal government, Guarulhos municipal government, Campina Grande municipal government, Recife municipal government, Suzano municipal government, Taboão da Serra municipal government, Itapecerica da Serra municipal government, Embu das Artes municipal government, the São Paulo Municipal Urbanization Agency (EMURB).

During the seminar Geographic Information Systems (GIS) for sectoral policies will be discussed. GIS has been used largely in the elaboration of fiscal policies, but is still little used in other areas. Between promising applications of GIS, there are, for example, the construction of spatial indicators to study the location of new public infrastructure/resources and to evaluate the spatial distribution of city hall registry. In this way, the seminar seeks to show the possibilities of the use of the technology for the development of policies of a public utility character as is the case with education, health, income-transfer programs, housing, sanitation and social security among others.

CEM, in cooperation with the public sector, has developed spatial analyses to assist in the development of public policies, as was the case with GIS for education policies in the municipality of Guarulhos, Embu das Artes, Suzano and Sao Paulo, which permit the spatial visualization of those enrolled in public schools, the identification of demands for public schooling etc. Other similar GIS systems were developed for housing policies. The UNDP shares this concern and recently published the Atlas do Desenvolvimento Humano (Atlas of Human Development) in Recife.
